Changing Construction Industry Business Models – Industry Reform

Abi joined the Building Safety Programme at HSE in August 2022. She initially worked in operational policy and the development of the Building Safety Regulator as a building control authority for higher-risk buildings. She was pleased to join HSE and have the opportunity to contribute to the implementation of Dame Judith Hackitt’s recommendations. More recently, Abi has joined the technical policy team within the Building Safety Regulator and is the policy lead on Part K. Abi is a chartered member of CABE and prior to joining HSE, has spent much of her career in the building control profession.

Barry Cope

Barry Cope is the Group Managing Director of the Building Compliance Testers’ Association (BCTA) which operates certification schemes for the construction industry required to demonstrate that they are competent to do the work they do. Barry studied engineering and high performance manufacturing before moving into the construction industry with BM TRADA in 2007. Barry spent several years conducting testing and consultancy on buildings for air tightness testing and acoustics, designing and building three of only a handful of sound insulation suites in the UK. Barry joined BCTA as the Managing Director in 2015. Barry is passionate about the construction industry, conducting and overseeing training of many trades and parts of the construction industry, becoming an industry advocate for compliance and integrity – doing the right thing, even when nobody is watching.

Chris is an Associate Director at Mason Navarro Pledge and has been actively involved with advising construction professionals on how the Building Safety Act will affect the method of design of buildings. Chris has been working in the field of structural engineering for over 30 years and draws from his experience from developing structures for a large variety of buildings ranging from music halls through to stadia and almost everything in between.
Chris encourages an integrated design approach by engaging with other members of the design team for building projects by presenting outline concepts that are worked through with other disciplines. This reduces the common issues raised during design development and leads to a more cohesive building project. This also results in safer buildings to use.

She has held senior role at the Association of Consultant Architects as Secretary General, Head of Professional Appointments at Assael Architecture and is currently the committee member of the Construction Blockchain Consortium. David Churcher is a civil engineer and built environment professional who has specialised in BIM and information management since 2011. He has helped develop UK and international standards for BIM and information management processes, to support the UK BIM Framework. He sits on several technical committees at BSI, CEN and ISO. He was the author of ISO 19650-1:2018, the key principles of information management, and ISO 19650-3:2020, the detailed process for operational buildings and assets. He is an ambassador for Nima (formerly UK BIM Alliance) helping reinforce the benefits of taking information management seriously. He has also co-led the development of UK Guidance to support implementation of BIM by clients, asset owners, and all those in the supply chain. He was awarded MBE in 2021 for his services to construction.

Donna Seward

Donna has worked in the insulation industry for over 30 years. The past 5 years working for Unilin Insulation as the Specification Manager working with Specifiers, Architects & Technical Mangers to assist them in achieving building regulations compliance in terms of Part L fabric performance. Donna is also a qualified energy assessor of new built dwellings which allows her to offer a holistic approach to achieving compliance. She also spends time supporting local Universities talking to the students about products, applications, performance and embodied carbon.

Gary Cass has twenty years of experience within Building Control, currently leading Broste Rivers. His experience is cross sector, covering projects in residential, commercial, healthcare and education sectors as well as delivering Building Control training for the NHBC.
His academic accomplishments include becoming the inaugural LABC/CIOB scholar, a Master’s from the University of Cambridge and his ongoing PhD, all underpin his dedication to improving the built environment’s impact on end users.
Gary’s is also a board and MPSC committee member for CABE, embodying his commitment to excellence in the construction industry and our profession, focusing on regulatory impacts and safety.

Iain Mcilwee

Iain McIlwee is a Materials Engineer whose journey in construction started in a scaffolding yard in Hanwell in 1995. He has worked in around construction since in a number of roles including CEO of the British Woodworking Federation, Director of the Fire Door Inspection Scheme and serving as a non-Exec Director of FENSA and Vice Chair of the Construction Products Association. Iain is currently CEO of Finishes and Interiors Sector, the trade body for the £10 billion fit-out, interiors and finishing sector where he recently authored the FIS WHITE PAPER INTRODUCTION TO THE GOLDEN THREAD AND DIGITAL INFORMATION PLANS.
In addition to his role at FIS, Iain sits on various Construction Leadership Council Working Groups, the Steering Board of the City of London Corporation’s Skills for a Sustainable Skyline Taskforce and is a Director of SKArating, the environmental assessment method, benchmark and standard for non-domestic fit-outs. Iain has been a Construction Fairness, Inclusivity and Respect Ambassador since 2021.

Michael Vernon

Michael is a CSSW Qualified Waterproofing Design Specialist with over twenty years of experience in the structural waterproofing industry. A broader knowledge of construction and building design gained in his previous architectural career have placed Michael in a unique position to integrate specialist structural waterproofing techniques within the broader scope and challenges posed by constructing with a specialist approach. Mike’s experience covers designing type A, B and C components within a structure to achieve the correct degree of water tightness required on a project. Mike is one of Delta’s key presenters in ‘Waterproofing Below Ground to BS8201:2022’ and enjoys interacting with architects, engineers, specifiers, developers, and contractors, on new, retrofit and refurbishment construction. Michael takes a keen interest in flood resilient design and integration of specialist materials to produce a variety of solutions which are complimentary and holistic in their approach to respond to specific challenges and expectations.

Neil has worked for HSE for over 23 years. In his time as a health and safety Inspector, he has regulated a range of sectors including 6 years in construction. He joined the building safety programme in November 2020 where he is now operational policy lead for the Building Safety Regulator’s new function as the building control authority for Higher-Risk Buildings.

Paul is an independent Chartered Structural & Chartered Building Engineer, with 30+ years’ experience in the building & engineering industry and runs his own Consulting Engineering Practice covering a wide variety of construction and building sectors.
Paul was elected as a Board Director of CABE commencing in June 2021 and has been elected as Vice President from June 2024. Paul has been a member of the Membership & Professional Standards Committee since its inception in 2019, becoming Vice-Chair in 2022 and taking the role of MPSC Chair in May 2024. Paul has also served as a Trustee of the CABE Benevolent Fund.

Richard Flynn

Richard is an independent private practitioner trading as Flynn & Shaw, Chartered Building Engineers. As well as being a Chartered Building Engineer, he is a Chartered Engineer, Chartered Environmentalist, Chartered Water and Environment Manager, Registered Building Surveyor and Certified Site Assessor.
Richard is a recognised expert in the area of onsite wastewater treatment and provides a complete site suitability assessment, treatment system design, and certification of installation for onsite wastewater treatment systems throughout Ireland. Richard has been Chair of the CABE Membership and Professional Standards Committee (MPSC) since its inception in 2019 as well as member of the Southern Ireland Region committee of CABE.

Richard Harral

Richard Harral is the Interim Chief Executive at CABE after having been Technical Director from 2018 – 2024. He has previously worked as an architect in both public and private sector practice, and as a policy official in the Building Regulations Division of MHCLG between 2007 and 2014 where he oversaw introduction of policies on accessible housing, security standards, broadband and the national space standard for new homes. Richard was subsequently Head of Technical Policy in the period 2014-2017. He currently sits on the CIC Competence Steering Group, and chairs a number of competence working groups including on Designer and Architect Competence. He was Technical author for Flex 8670, the recently published British Standard on Competence for building safety in Built environment industries.

Thomas Roche

Tom Roche is a Senior Consultant within the International Codes and Standards Group for FM Global, one of the world’s largest commercial property insurers. Based in Windsor, Tom works to share FM Global’s knowledge and expertise to influence building codes and loss prevention standards. Prior to his current appointment, Tom served in a variety of engineering and engineering management roles across the UK. He has travelled extensively to support clients across the world to establish loss prevention policies and implement risk strategies all aimed at improving the resilience of their businesses to property risks. He joined FM Global in 1993 as a field engineer based in the Manchester Office. Tom holds both a bachelor’s and master’s degree in mechanical and electronics engineering from Lancaster University.

Zoe Cox

Zoe Cox works at Quadrant Building Control as Head of Training and Development, having previously worked at Sheffield Hallam University as Course Leader in the Department of Natural and Built Environment (BSc Construction Project Management Course Leader and Senior Lecturer) After sitting on the CABE Board for two terms, initially elected on by the CABE Members (2010-2013), second time Co-opted on by the Board (2020 to date) she has had sufficient opportunity to establish a sound understanding of CABE’s values, goals, and principles. Alongside the work Zoe has done with the CABE Board, she has built up a wealth of Commercial, Academic and Local Authority experience over the past 18 years and was awarded Chartered Fellow of CABE in 2014. Zoe brings a broad range of dynamics and experience to the table. Allowing her to bring energy, enthusiasm, and commitment to the role.
